Scope

This policy applies to all students, employees, and/or affiliates at the University of Nebraska-Lincoln (UNL).

Policy Statement

The NCard is required for many functions at UNL. Those seeking to obtain an NCard must meet eligibility requirements to receive one. This includes a photograph of the NCard holder. The NCard functions as both an identification card and a campus purchasing account. The NCard Campus Account is a means of purchasing goods and services at designated University businesses. It is a non-revolving account and must be paid in full each month.

The NCard is valid as long as the cardholder is registered and/or employed at UNL.

Reason for Policy

The NCard is designed to be a permanent identification card for students, employees, and/or affiliates. It is recommended that students, employees, and affiliates on the UNL campus obtain an NCard. The NCard is for the purpose of identification and transaction of UNL business only. The NCard should be carried when on UNL property and must be presented upon request.

Procedures

NCard Eligibility

Students attending new student enrollment will receive their NCard the day of their orientation. Please bring a government issued photo ID. This ID can be issued by federal, state or local government agencies provided it contains a photograph, name and date of birth such as driver's license, passport, or military ID. The $20.00 issuance fee is transferred on to the Student Account Consolidated Bill and will not be billed until the September Consolidated Bill for Fall semester and February Consolidated Bill for Spring semester. NCards made for Summer sessions will be billed to the Consolidated Bill, if it is a first issue card.  If not a first issue card, the $20.00 fee must be paid at the time of issuance.

Domestic graduate, dental, law, re-admit, and students at large may receive their NCard once registration is verified and a government issued photo ID is presented at the NCard Office. This ID can be issued by federal, state or local government agencies provided it contains a photograph, name and date of birth such as driver's license, passport, or military ID. The $20.00 issuance fee will be billed to the Consolidated Bill, if it is a first issue card. If not a first issue card, the $20.00 fee must be paid at the time of issuance.

Employees may apply for their NCard once they have been entered into the Human Resource system (SAP) and received their NUID. Employees submit a photo on line through our website at https://scsapps.unl.edu/NCardOnlineApplication/.  When an employee receives notification the NCard is ready for pick up, employees need to present a government issued photo ID at the NCard Office. This ID can be issued by federal, state or local government agencies provided it contains a photograph, name and date of birth such as driver's license, passport, or military ID.  The first issue card is free of charge.

Affiliates may apply for their NCard once they have been entered into the Human Resource system (SAP) and received their NUID. Affiliates submit a photo online through our website. https://scsapps.unl.edu/NCardOnlineApplication/. When an affiliate receives notification the NCard is ready for pick up, they need to present a government issued photo ID at the NCard Office. This ID can be issued by federal, state or local government agencies provided it contains a photograph, name and date of birth such as driver's license, passport, or military ID. There is a $20.00 issuance fee at the time the card is made.  The accepted methods of payment can be cash, check or a department cost object to bill for the card.

NCard Photograph

All photographs must be taken in a manner which provides a free, clear, and unobstructed view of the face. No articles of clothing such as caps, hats, earmuffs, scarves, etc. are permitted during the photographing process. Glasses may be worn; however, sunglasses may not be a part of the finished photograph.

The only exception to this policy is for students who may present evidence that the inclusion of the photo on the card is a direct violation of their religious and spiritual beliefs concerning the reproduction of images. To qualify for this exception the student must present to the NCard Office, a letter from a minister, a pastor, or a professional spiritual leader of his/her denomination certifying that the presence of the photo is a direct violation of that particular denomination's religious beliefs. In addition, the student should also acquire from the spiritual leader and present a copy of the denomination's constitution, by laws, or similar documents already in print which attest to the on-going doctrine regarding such photos and their reproduction as being not permitted as part of their religious beliefs.

NCard Campus Account

As a registered student at UNL, an NCard Campus Account may be opened in the cardholder's name by applying online at Create an NCard Campus Account. Monthly balances for purchases made on the NCard are transferred to the Student Account Consolidated Bill.

Permanent employees are eligible to make application for an NCard Campus Account at the NCard office. Monthly statements for purchases made using the NCard are sent directly to the employee at their designated e-mail address. The monthly statements will reflect the balance to be deducted from their pay.

The NCard Campus Account may be closed by the cardholder at any time by formally requesting the account closed at the NCard Office either in person or by phoning 402-472-7907.
